The public sector is the biggest producer of information. Many of the familiar products and services used daily by information professionals are based upon the re-use of public sector information (PSI). However, the potential within this market for both businesses and the public sector itself is only slowly being realised. In 2003, the European Commission enacted the EU PSI Directive (2003/98/EC) which outlines a set of minimum conditions that need to be established in order to develop the market for PSI re-use in Europe. Transposition of the Directive into national law has, however, been piecemeal throughout the EU Member States. Whereas businesses and public sector organisations in the United Kingdom have already gathered considerable experience in the practical issues of implementing the Directive, widespread discussion and debate in Germany has only just begun.

Under the heading: "The Future of Information Markets",this year's German Session at Online Information 2008 will introduce participants to the opportunities and risks for both business and public sector organisations regarding the re-use of public sector information. To help orientate participants in the issues involved in this complex area, Ulrich Kaemper will begin the session with a presentation from the perspective of a business that re-uses PSI. This will be followed by an exclusive presentation from Michael Fanning on the results of the recent European Commission Study on PSI Re-use in Europe. This presentation will in turn focus on the options and recommendations for further action currently being discussed. The session will conclude with a presentation from Michael Nicholson, one of the UK's most experienced and forward-looking advocates of PSI re-use. His presentation will call upon information professionals in both the private and public sectors to raise awareness, interest and concern for the theme in their respective organisations. They are, after all, best qualified to do so, as raising awareness of PSI re-use involves the management of information, transfer of knowledge and above all, being active in professional and business networks.
